Circularity flows and update of the Basque Country indicator dashboard

Identified need

Following the latest publication of the Circular Economy Indicator Dashboard in 2021, which presented the region’s situation in 2018, an update to 2022 was required. This update provides continuity with previous editions and represents the next step in a series aimed at monitoring the transition from current production and consumption models towards sustainable economic models based on material circularity.

Client profile

Ihobe is the Public Environmental Management Company of the Basque Government, working to improve the environment by integrating environmental criteria into public policies. It works with businesses, public administrations and citizens, drawing on innovation, digitalisation, advanced project management and cooperation as key drivers.

Methodological approach and work process

At Baisma, we have ensured continuity of the historical data series by applying the same methodological framework used in previous editions, thereby ensuring comparability of results.

To this end, we applied the European Commission’s 2018 Monitoring Framework for the Circular Economy, incorporating the necessary adaptations to reflect the specific characteristics of the Basque Country.

Results and value generated

The project enabled Ihobe to continue monitoring the transition of the Basque economy towards more circular models, as well as the region’s progress towards the objectives established under the Basque Country Circular Economy Strategy 2030.

As part of the project, we updated the Circular Economy Basque Country – European Monitoring Framework publication: “Basque Country Circular Economy Indicators Report 2026”.
